CPU stuck at Base Clock

Whenever I my CPU (R7 2700) it stays below base during normal operations and at 3.3Ghz during renders, which is only 100Mhz above base. Is this a BIOS issue or?

Maybe? Have you tried adjusting the multiplier?

I'm greatly above potato, but I'm getting there...

run Cinebench R15 see what happens? That's expected for a CPU running stock though

I ran R20 and it stayed at 3.3...
