So I have want to upgrade my PC but I'm on a budget. I already have a B360 mobo and 8gb ddr4 2400mhz RAM. Is it worth upgrading to a Ryzen 3000 CPU and getting new mobo and faster RAM or will I stick with my 2400mhz RAM and b360 mobo and get an i5 9400f?

Sell the mobo and get a ryzen. With Ryzen you'll have better upgrade path at least for the next generation (3000).

With the same price of 9400f, you can get a 2600x that have a similar gaming performance and extra threads.

I’d go with i5-9400F. It’s a great CPU that won’t require a new motherboard purchase.

What GPU? if all you wanna do is game the i5 9400F probably will suffice... the i7 8700 would be the ultimate solution but I know price hikes a lot...
