I've been having an issue since I built my PC back in March where, in most titles, my CPU and GPU usage percentages are low, resulting in low FPS. Changing graphical settings in the games where this occurs gives no difference in performance. Temperatures across the board are fine, and neither the GPU nor the CPU are overclocked. In benchmarking applications (Cinebench, 3DMark, Heaven), I see expected usage and performance.

 

What I've tried so far:

Reinstalling GPU drivers AND rolling back to older versions

Reinstalling Chipset drivers

Uninstalling GeForce Experience

Setting Windows Power Plan to both Ryzen Balanced and High Performance

Setting PCI Express Link Power Management to Off in the advanced power settings

Changing all settings in NVIDIA Control Panel to prefer Maximum Performance

Clearing CMOS

Disabling HPET and Virtualization

Disabling Hyper-threading

Reinstalling OS

 

Specs for the build:

Windows 10 Pro 64-bit

AMD Ryzen 5 2600

EVGA RTX 2070

MSI B450 Tomahawk Motherboard

G.Skill Aegis 2x8GB 2400Mhz RAM

EVGA Supernova 80+ Gold 750W PSU

 

I've posted on numerous forum sites and no one has been able to give me a definitive answer so far, so any help towards finding a solution would be very much appreciated!

Something to point out regarding CPU usage: unless the game provides enough threads on average to be run on the CPU to saturate it, it's never going to show as 100% or anywhere close. And it may not even show a single logical processor on Task Manager as 100%.

 

In your case with the Ryzen 2600, unless you have a game that has 12 threads ready to run all the time, it's never going to be at 100%. Since you mentioned GTAV, PCPer did an article some time ago where they profiled the game with regards to how many threads it has ready to run on average:

If we consider 5 threads to be about where GTA V sits most of the time, then one can expect that on average, the Ryzen 2600 won't be over 50% utilization.

 

Unfortunately yes, this isn't going to help solve your problem, but what I'm arguing here is low CPU utilization may be a red herring.

That must be from when one of the games was loading. When I was looking at the logs in the HWInfo Log Viewer, none of the threads were ever consistently peaking that high.

maybe, try using MSI afterburner. Load up the game, put it in windowed mode, and scroll through the usage reports. In my opinion it is a lot easier to read than HWinfo.
