You could make dead space on either side of it, although I was also think that going from 2000 pixels to 2100 wouldn't be that bad to stretch.

Where is the best place to do it? (program, site, etc..)

Get GIMP. It's like Photoshop, but free and different. 

Open a 3200x2104 canvas and open your picture as a layer in it. Stretch the layer to the canvas' size. Save it as your favorite image format (I prefer .PNG) Done.

It's a difference of 104 pixels longer. It won't be noticeable at all at that resolution imo. 

MS Paint can do it too but GIMP is fun (although it takes a bit to start up on slower machines).

I have a picture that has a resolution of 3200x2000 but I would like to resize it to 3200x2104. 

 

1. Is this possible?

2. Is there a simple way of doing it? 

 

Either stretch it to 3200x2104 (which will create a bit of distortion) or crop it to 3042x2000 and then resize it to 3200x2104 (then the image won't be distorted but a bit of it will be cropped)

 

All of this can simply be done in MS Paint
