I'm new to this so I don't know much but i just bought a laptop with gtx 1050 graphics but I noticed that when I play game on the lowest quality the gpu usage is at 100% constant while the game is running but it marks that it is only using 0.1/3.9 gb of gpu memory. Is this normal or am I doing something wrong?

You want the GPU at 100% while gaming.. It means it's working.. If it was at <80% I would be worried..

If you max out your graphics card, then it means you're gettin what you've paid for.  Maxin it out gives you all of the performance it can do, while attemptin to give you the best image on-screen (to the best of its abilities).  Maxin out the graphics card's RAM is a different issue, so you want to avoid that by gettin as much VRAM as possible, such as 8gb (as a new standard); it's recommended not to have lower than 6gb of VRAM, but 8gb is the standard.

You also don't want to max out your regular RAM, since it'll cause lock-ups of your computer and/or frames.  If you're havin this issue, then it's recommended to either purchase more RAM (capacity) and/or delete things off of your screen, such as non-essential tabs like world documents, web browsers/tabs, etc.  Also, if you have launchers open that're not tied to the game you're currently playin, then close it, too, if you're havin RAM issues.  This's more for people w/8gb of RAM or lower (usually older systems when 4gb was budget and 8gb was standard), but 16gb+ should be fine nowadays.
