Rust gpu percentage at under %40 on new pc

Specs: CPU: AMD - Ryzen 5 2600 3.4 GHz 6-Core Processor @ 4.0ghz CPU Cooler: Cooler Master - Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler Motherboard: MSI - B450 Gaming Plus ATX AM4 Motherboard Memory: Corsair - Vengeance LPX 16 GB (2 x 8 GB) DDR4-3000 Memory Storage: Crucial - MX300 275 GB 2.5" Solid State Drive Storage: Western Digital - Caviar Blue 1 TB 3.5" 7200RPM Internal Hard Drive Video Card: Zotac - GeForce RTX 2060 6 GB GAMING AMP Video Card Case: NZXT - H500 (Black/Red) ATX Mid Tower Case Power Supply: EVGA - SuperNOVA G2 550 W 80+ Gold Certified Fully-Modular ATX Power Supply

 

Both cpu and gpu percentage is very low, cpu around %30 and gpu is around %40.  Only get like 70-80 average.
