asrock z170m extreme 4
Samsung 860 evo (os drive)
1tb wd blue

not a gpu problem, I bought a gt 1030 to test out and it still stutters, the same exact way
also stutter in other games
what part should I replace next?

Is it possible you have Vertical Sync On (double buffered) so that it locks fps at 15 >?

You should download MSI AfterBurner

lol no, you can see the fps top left

vsync is forced off in nvidia control panel

90f ps cap is from the game itself

I already checked that stuff

cpu temps fine

gpu temps fine

not all vram used

not all ram used

cpu running at full speed no throttle

Not sure, if it's installed on an HDD it could be loading stuff since it appears it only stutters when you teleport then it goes back to normal, and if it's not on an HDD then maybe your CPU usage is maxed out when it's loading stuff, so check CPU usage. (many games still load data after you spawn)

For example when your CPU usage is at 100%, your input from any controller(yes also VR headset) will stutter like that

No clue what else it could be, even in the 90% range is enough to cause stutter since there might be spikes that the program cannot detect fast enough

I think its hardware related honestly...
I don't think so much tweaking is required to be able to run games smoothly.

what do you think I should replace?

Issue could be from Windows or even the game itself, it's not confirmed that it's hardware related, but if you do plan to upgrade since it's probably beneficial to the GTX 1060 anyway, I would start with the CPU, and then upgrade the PSU to something like the Corsair CX450, because the current one you have is crap, not that it affects performance but who knows if it will fail and then take the rest of your system with it

If you wanna upgrade the CPU look for a used one like the 6700K/7700K, but don't buy them if they're anything over 200$, if it's something like 300-350$ at that point it would actually be cheaper to buy a Ryzen 2600 with a new B450 motherboard, but be aware that Ryzen 3000 should be announced in less than 2-3 weeks, If you wanna go with a new CPU route then wait for that at least
