So, everytime I turn on my pc from being shutdown, I have to go into time settings and click auto update time off, then wait a few minute while closing the settings app, then I go back and turn auto update time back on and it shows the correct time. If I don't wait to switch it from off to on, it just loads for a second and doesn't switch to the correct time.

How old is the PC? could be the CMOS battery running out

On my old build I got a new hard drive and cloned my old hdd to the new hdd, then, I got a new ssd later on, and then cloned the new hdd to the ssd, so the os runs on the ssd, then I just took my ssd and hdd and plugged them into my new build, and it said I had to reactivate windows, so I bought a cheap windows pro key off ebay. And yeah, this is annoying

You should still change CMOS battery. This wouldn't be first time motherboard arrives with dead battery.
