Bad cpu performance after overclock

It could be throttling. Dial things back until you have good, consistent performance. Also, especially on Ryzen, it tends to be best to favor memory clocks over CPU clocks.

Probably throttling. I'd check your temps. You can also download AIDA64 which is the same software Linus uses to check for throttling on PCs.

Have you checked your voltage? This PSU is crap and might have issues with power delivery.
