What resolution are you trying to select, and what is the model of the display? 
2nd screenshot is at 1360x768 (open image in new tab, hover over the tab, it shows the image dimensions)

Maybe it can't change to that resolution because it's already there.

 

The other resolutions in the list also seem odd, have you set custom ones? I've never seen any of the resolutions listed over the 1360x768 in the 1st screenshot. Perhaps you're selecting resolutions your GPU and/or display just can't process.

 

Speaking of GPU, system specs might help :)

his pc is

HP Z600 with 8 core 16 thread Xeon

GPU : Nvidia GTX 750 TI

his using nvidia DSR factor and it was working for him with no problem

Upgrade the display cable from VGA to HDMI or DisplayPort, and don't use DSR on anything other than x2 or x4. Anything else doesn't scale correctly.

What monitor does your brother have? You can never choose a higher resolution than the monitor supports. Even if you could trick your OS in doing so, chances are your monitor will remain blank or show an "input out of range" error.

And by the looks of it, your brother has a HD ready monitor, which are usually 1360 by 768 or 1366 by 768 native resolution.
