Possibility of motherboard failure ?

Hello guys so I've been having this problem where my PC won't turn on but tomorrow when I checked the PSU separately (with a clip) it turned on! so does that mean my motherboard is dead/fried? and if it is can any repair be done (it's warranty is over for 10 days now that I realized)

Powersupply can only really be tested via a load. If you think its the PSU buy a cheap one 20-30bucks and give it a go. Doesn't turn on then you know it's not the PSU.

My Rig: CPU: i9-9900k (5Ghz), Ram: 32gigs 3600mhz DDR4 CL16, MOBO: Gigabyte Aorus z390 Ultra, HDD: Samsung 970 Evo 500gig x2, Samsung 850 evo 250 gig, 2 TB Baracuda 7200 rpm,6tb WD Black 7200rpm, 4TB NAS, GPU: Gigabyte Aorus 3090 Master
