9900k is better than the 2700x at pretty much everything; it just costs more.

i7 9700K vs Ryzen 7 2700X, Ryzen takes the cake for multi-core performance (thanks to the 8 extra threads), but loses out with single and quad core performance.

 

Streaming tends to be fairly CPU heavy and will use lots of cores. Both CPUs are more than capable of streaming. The 2700X will likely edge out the 9700K here.

For gaming, the 9700K will take the lead, especially in single core performance heavy games.
