Have you try to reseat the CPU?

I have that same motherboard for one of my rigs.

Looking at the manual, Q Code 07 is AP Initilization after microcode loading.

I found this link with an user that was getting a similar issue with the same motherboard:  https://community.amd.com/thread/235963

Seems the issue was resolved by doing a BIOS flashback.

Yeah flashing to a newer BIOS appears to have done the trick.

CPU: Threadripper x1950

RAM: G Skill Ripjaws 4x16 3200Mhz

MOBO: ROG Strix x399-E Gaming

GPU: Gigabyte RTX 2070 Gaming OC

PSU: EVGA Supernova 850 G3

SSD: Samsung 970 1TB NVMe

So i'm building this machine for a friend of mine and for some reason it will not post.  When I turn on the power supply the MOBO led's ,standby light,GPU led's, and Fan led's all come on. When I try to power on the orange DRAM light will come on and then it shows the Q Code 07. I've tried resetting the CMOS, putting all 4 Sticks on the right bank, 4 in the left bank, tested all 4 in single configuration, tried 2 of each in slots A1 and C1 as per the manual but nothing worked the 07 code always shows up.

Anything I didn't think of and or can try? I'm thinking there might be a problem with the MOBO but I don't have another one to test with.

That error code, along with the Dram light being on means you have an error with the RAM.
Now they could either be damaged or incompatible.
Have you tried one stick at a time?
Tried flashing the bios using Asus usb flash?

It's not a race to the bottom.

Did try on stick at a time in single configuration and that didn't work. Flashing it to a newer BIOS seems to have done the trick however.
