So i have a hp laptop with i5-5200u, 8gb ram, and a nvidia 940m. I have been having an issue where my cpu wont go above its base clock speed which is 2.19ghz, even when running cinebench and the cpu usage is 100%. the clock speed wont increase. i have been looking all over the internet for fixes but couldnt really find any. itd be appreciate if anyone would like to help.

I don't think you've researched at all tbh. What's your CPU's temp when running Cinebench? 

 

Also, download Intel XTU and try undervolting your CPU. That should help decrease it's temp, allowing it to boost more easily.

either temp limit or power limit most likely.

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

By any chance do you remember what driver was it and how did you solve the problem? I m facing the same issue. Thanks in advance.
