Permanant Turbo Boost

I have an i7 7700HQ in my laptop and when its not running on battery the CPU runs permanently in Turbo Boost is there any way to turn that off.

Turn off high performance in energy settings. Although my msi laptop turns it back on when it feels like necessary which is annoying

Don't laptops just have a boost window of x seconds?

It doesnt work i allready tried it.

I even made an new energy setting but it didnt changed a bit.

some laptops have power settings in the bios check there.
