Rtx 2070 with dual xeon e5 2660

Currently I have two xeon e5 2660s and a rx 580 8gb and I'm thinking of upgrading to a rtx 2070. I was just wondering whether my xeons would possibly bottleneck the rtx 2070 because of there lower clock speed. Btw I'm planning on going to a high refresh rate 1080p monitor or high refresh rate 1080p ultrawide.

Cpus: 2x Intel xeon e5 2660

motherboard: Lenovo 0B41971

ram: 64 gb ecc 1333 ddr3

gpus: amd rx 580, nvidia gt 240

storage: 4x 240gb kingston a400 RAID 10, 1x 1tb wd black

psu: delta electronics 1120 watt 80+ gold

I'm not familiar with how multi CPU builds work... Is that gt 240 just there for extra monitors, and dedicated to a CPU where the 580 pairs with the second?

Yes 4k @ 30fps .  Better to run at 1440p and go to nv panel and changed all the options to highest and all AA methods turned on and all settings maxed.  I notice there is zero performance his with the nvpanel maxed out cuz I went to a spot in a game and saw the FPS then I turned on all AA and high quality everything to max and my framerate was the same.  Now I don't know if you can do this with a 2070.  You wont always get 144fps ,, you will have drops to double digits in some games and up to triple digits again.  This is where freesync kicks in so things remain smooth despite the frame rate dip.

I have a four monitor setup with the RX 580 running the three identical main monitors and the gt 240 to run my fourth
