So my specs are a MSI X470 Gaming Plus MB, Rysen 2600 oced to 4000 Ghz, 32 Gb of corsair 3000 of ram oced to 2800, 2 SSD's along with 1 one hard drive, Power supply corsair CX 650. So for some reason I see slight stuttering at random points when just watching youtube videos or playing games. I had to also reset windows since I was having registry errors which since then hasn't crashed. So I'm just curious if anyone would know a solution to fixing it?

You didn't mention the most important component in this scenario, the GPU

True lol. I have a GTX 1070 founders oceded core clock to +160 and memory clock +260. I had to use ddu after I reset windows since it wasn't letting me change the power management setting to use max performance.

Your RAM is set up incorrectly which in turn is corrupting windows and your storage.

Oh how so? I'm using all 4 slots. tho when I installed the 2 new stick I never set the original ones to default. So that could be it

Try downloading that program and then click on the green play button on the upper left, and report back with results on the Main Tab and the Drivers Tab (sorted by highest execution).

It's also possible that it's defective RAM as well I guess?

Memory overclocking and manually setting up can cause all sorts of issues and people don't have the patience to stress test RAM either, this is because unlike CPU overclocking, RAM issues take time to appear. I use RAMtest to check my RAM overclocks, i have to leave it testing for 12 hours at a time on each change.

Jeez well I'll go ahead and take the ram out and set both to defaults and see what happens!

If they're not the same make model and kit you will need to set them up and then check for errors, this is why quad channel kits exist.

They're both Corsair vengeance ram at the same speed

Are they the same model? Have you checked their SPD ratings? What about their chips used? just because they have the same maker etc doesn't mean they use the same chips and run at the same timings.

I did not check this I'll check it now

So everything seem to be the same besides the ver. The first set shows 3.30 while the other shows 3.31 (edit: I'm super sorry about portrait mode)

Use the docp settings and give them a touch more voltage 1.4v and then I really suggest testing. I'm really assuming you've stress tested all your other overclocks because if you haven't then you will also be getting these sorts of issues. Stress testing parts should always be done to ensure you don't hit issues even at stock settings.

I have I've used rysen master to test the CPU along with cinnebench just to see if would crash during a high load and used kombuster for the GPU along with heaven

That's a no then for the CPU.

These are intel sure but still. Shows XTU from intel and Cinebench being poor choices for ensuring stability, I would imagine XTU and AMD's version are easy to pass.

SO I think I figured out what it was! I know I haven't been updating this in awhile but windows renamed superfetch on which I initially thought they removed the useless service but now it's under Sysmain on which disabling it I haven't ran into any slight stuttering! I also took the extra messrure to disable prefetch in registry I'll update this if I do run into anymore stuttering tho

So still experiencing the stuttering on fresh install of windows I went as far as to update the bios and I stress tested my memory and CPU with occt for half an hour with no crash on which it was using %100 of CPU and %90 of the memory. I also took the new memory out and was still experiencing the slight stutter! At this point I'm thinking it's the GPU like I've tried just about everything I feel like

Alright after using my pc for an hour experiencing no stutter and with my oc's this seem to have been the culprit
