I currently have two systems one with an R5 1400 @3.7GHZ and an B350 MOBO, the other system has an i5 6500 and H170 MOBO. The GPU in the first system dies and the other system has a 960 4gb. I can sell either system and upgrade the other. I will sell the 960 for sure , however which CPU and mobo should I sell?

If I keep the i5 I'll upgrade to a Z170 mobo and overclock it.

And which GPU should I get such that I'll be able to play at 1080p 144hz at decent settings.

I would sell the i5 system since Ryzen offers the upgrade path to 6/8 cores for very cheap. GPU wise, I'd go for an RX 580 or if you've got a little more to spend a 1660 Ti

What if I get a used 1070. It is about 200$ and it is faster than the 1660ti out of the box.

Both are perfectly valid options. If you're willing to buy used then I'd save up to $400 for a 1080 Ti
