The Gtx 1060 3 GB is way less expensive than the rx 570 8 GB but the rx 570 4 GB is on the price range of 1060 3 GB 

1060 3gb is 14000 Indian rupees (202$)and rx 570 8 GB(rog strix) is 21000 Indian rupees(303$,) the 4 GB model is 18000 inr (260$)

what if you filter out the MSI ones except the Gaming X, Powercolor's Red Dragon, and all the blowers? They are the cheapest but they need to shout to give acceptable cooling.

one of the worst customer service of all brands that make graphics cards, but otherwise they are acceptable. Just like buying a car from an Indian car brand instead of importing a foreign branded one, they aren't as good, but they are cheap.

To answer the question posed in the topic title.

VRam amount is important in the same way regular system ram is. Everything is all fine and dandy... until you run out.

If you run out of VRam, the GPU will start using system ram which is quite a bit slower. If you run out of system ram, anything wanting access to ram will be shunted into the pagefile (or swap on linux) which even if it's on an SSD is still quite a bit slower.

On PCPartPicker, these are the cheapest card models of the respective competitors in your budget, the RX 570 being 1000 more may or may not be significant to you. Honestly, I'm doubtful that the 3GB of the 1060 would be unsuitable for your 1080p needs, but if the extra spending is worth the extra 5GB of vram, then go for it. Unless you get one of them on sale from a local shop, if that's the case then just buy that one.
