My target CPU temperature is currently set to 65C in the BIOS. This is the maximum. I downloaded Asrock's tuning utility, but it will still not override this limit. Basically, fan noise is the problem here. I have no problem with my CPU running at 75C, but the fan will ramp up to 100% as soon as the CPU hits 65C, even though there is no need for it. Is there anything I can do about this?

can you turn it off? I.e. set custom fan curve

What motherboard are you using? What fan are you using and which header is it plugged into?

try dissabling PWM fan control. also check you plugged your fan into the CPU fan header

Asrock H77M - Fan is plugged into correct header. Cooler is Zalman Performa

It seems like the stock motherboard fan controls are pretty limited. 

Have you tried using SpeedFan instead?
