dont need it as long as you have the 8pin

you can blow up the motherboard before hitting the limit of the 8pin connector

You need the CPU power cable to be plugged in or the PC won't be able to boot. Depending on your CPU, you might be able to OC with only a 4pin connector; but its better to use an 8pin connector if its available.

Usually the 8 pin can be split into two 4 pin connectors for this purpose.
