I was using all low settings except view distance. I just tested now with max settings and I am gettings 10-100 fps depending where i look and how i move. The gpu usage is 80-90%. Cpu is 100%. Ram is 46%.

As low as 10FPS? That's not right...

I ran DDU and restarted my pc. I attempted to install Nvidia Display Driver v419.67 and it failed the first time. The second time around it did work. Now in fortnite I am getting 60-160 fps with max settings. (I had vsync off the whole time)

That sounds a lot better. Reinstalling the display driver might have fixed whatever issue you were having. Use the settings you normally use (low everything, high draw distance) and see how it performs there.

So I ran it again with my regular settings and sitting still I get 130 fps. Looking around 90-100 fps. Actually playing 60-100. Also, the GPU usage is only 46%. The Cpu usage is only 69%- 80% Fortnite is only using 59% though. That is how much it usually uses and I don't think I have any other programs open in the background.

This is wildly incorrect, the 9600K is actually a really decent CPU and will by no means bottleneck a 1070Ti. Heck, even an 8600K won't hold a 1070Ti back(ask @LukeSavenije for further information).

fortnite is cpu heavy, but with this i can run it even at 4k for me, so no problems there

That would mean that the GPU is throttling the CPU. So does that mean because it is 1200x1920, it can't utilize the GPU power fully?

it means that the cpu would bottleneck, but i have a 8600k, and my fps is much more stable than yours were
