Making RTX 2070 draw less power

My 2070 is using around 50W at the lowest load, as in 50W is the lowest the power consumption will ever go. Is there a way to reduce this to conserve power when I'm not gaming or using GPU compute?

How are you measuring it to determine it's drawing 50W? Measuring graphics card power consumption is... Tricky. It's drawing a lot less than that at idle.
