You have a weak CPU for a heavy hitting CPU game. Its only 4 cores 4 threads and the 1070 is to powerful for a quad core CPU to handle without hyper threading or SMT on AMDs side. You need to ugprade your CPU to get the best performance.

Which resolution are you playing at though? (and what resolution is the one you're comparing to playing at)

 

Also, the Ryzen 3 is the lowest end of Ryzen. You're likely bottlenecked by it.

This video comparing the two CPUs you've mentioned shows the Ryzen 3 2200g is indeed performing at lower fps than the i5 7400.

 

I'm assuming it's simply because the single core IPC of that i5 is higher than the R3. But overall, for stuff other than gaming, that Ryzen CPU is still better. It will really depend on the game, whether or not it's a game that rely more on the CPU or the GPU.

That and if you use 2400Mhz RAM, it will chug on Ryzen. Infinity Fabric benefits from faster RAM and give higher framerate up to 3200~3400 Mhz RAM.

who said the 7400 is worse than ryzen? ryzen's single threaded is behind Intel's 7th gen, you can OC to compensate but stock clocks are in favor of the 7400.

There's a reason for that.

 

You should have at least picked the Ryzen 2600 if you were going to play modern titles on it, and even that can mean less gaming FPS than using an 8th Gen Intel 6-core in some difficult and super single-threaded demanding AAA game titles.
