Since i have limited budget, i can either affort good gpu or an average full pc upgrade. 

 

Presently having intel i5 3rd gen cpu with 12gb ram. Want to use gtx 1660.

If the combination is inappropriate, i will buy ryzen 5 with rx 580 4gb gpu. 

WILL ONE WILL BETTER OPTION FOR GAMING?

If you must, you can get an i7 3770 from eBay or something and then get a new graphics card, but a new motherboard and Ryzen will do nicely as well. Don't forget, new Ryzen processors soon, which means current gen prices will drop.

Ryzen 5 with a rx 580 is presumably the better choice, with a computer you’d want to out the CPU in th same tier as the GPU and viceversa, other wise you’d be in situations where you’re not usin the computers ful potential, as said above the i5 third gen is in a tier wayyyy below the 1660, which will create problems, such as, possible stutters, possible bottleneck, and in some games you will be seeing GPU 40-60% usage and CPU at a solid 100%, please don’t do that as it would be more of a waste of hardware than it would be a benefit.
