Laggy Input Performance in Windows 10

Hiya guys!

 

I can't tell exactly when it started - seems like a month or so now - but  my Windows performance is just plain bad - particularly in relation to keyboard and mouse input.

 

That is, in games everything seems to be fine*, but when I'm typing in Word OR Chrome (like now), or when I'm scrolling in Chrome, everything will be fine until all the input (whether typed letters or cursor movements) just freezes for about a second - then catches up in a rush. It's the kind of thing I used to just live with when I loaded up a bootleg copy of WordPerfect on my dad's 8088 in about 1990 - but not really something that should be happening now!

 

- I have a Corsair HyperX Alloy Elite keyboard (click blues!) and a Logitech g502 mouse. They're BOTH connected directly to the motherboard, no hub in between.

- I actually reset Windows 10 and reinstalled my system with a set of pretty standard stuff: Chipset drivers, Office, Steam, VLC - etc. 

- It's a powerful system. (See my sig.) No reason I should be having ANY trouble in standard programs.

- Task Manager shows low-to-standard CPU and RAM usage. I don't see any spikes.

- I'm not signed up for any Windows Preview stuff. I'm running v. 1809, build 17763.379

 

Would you guys have any tips about how to trouble shoot this??

 

*Mind, I haven't been playing much for a recently, so maybe I've just missed it.

P.S. Actually, if I type with Task Manager open, it DOES look like the freezes my coincide with a little spike in CPU activity. Not huge. Looks like a jump from, say, 4% to 20% usage, then back down. And not every one of these little spikes corresponds to  a freeze.
