A few days ago my computer started showing low performance in games. I used to get about 120 FPS in Dota but it suddenly I'm getting about 1/3 the original. I then installed Afterburner to monitor the GPU and found that the GPU clocks were pretty much staying at idle speeds, never even touched 300 core. I updated driver and everything but nothing seems to help. Windows power settings is also already on high performance.

Is this on battery or adapter?

And what do the 7700HQ clock speeds look like, because on my Asus laptop and another user's Dell laptop the CPU (on battery) was dropping from max speed (3,4Ghz I think) to 800Mhz in intervals, causing lower performance.

That might be happening to you too, which is why the GPU is maybe not doing all the work it could.

Is it switching to the 1060 properly? Check what GPU is set for high performance 3D.

Try seeing in Device Manager and see if the GTX 1060 is enabled or is showing faults. Try updating all drivers, and try installing EVGA PrecisionX 16, and activate KBoost on the top right corner of Precision, and see if that fixes the issue. KBoost essentially forces P0 state, forcing the GPU to run at maximum boost speed, and that may get your performance back to normal, or even better since it always runs at full speed.
