Hello, I have a very annoying problem with my GPU. It's the Palit GTX 1070 Ti JetStream, and back in December, it started buzzing (making weird electrical noises). I thought my PSU was the issue. But actually no, it wasn't. So I got a brand new CoolerMaster V1000 Gold, a few days ago. But nope, I noticed that the GPU was buzzing again while playing Overwatch, and it just restarted the PC. I wasn't overclocking the GPU, and there aren't any artifacts. I just wanna point out that I pulled the GPU out for a HD 7770 2 months ago, and there was no buzzing whatsoever. But that GPU required only a 6-pin power connector. This GPU requires 6+8 pin power connectors. I'm really tempted to buy a GTX 1660 Ti to replace it, and then RMA it and sell the JetStream because I've had enough with Palit.

that's called coil whine, surprised that it took you so long before actually asking around. That's basically caused by inductors on the card vibrating on their mounts, the only way to stop them is to glue them in place which will break your warranty. Also many brands don't accept coil whine as a reason for RMA.

ehter rma your card or if you really want to buy like a 2060 (its faster then the 1070 ti)

Same thing with my 1050Ti, it might be Coil While or the bearing of the fans might be bad, when I give excessive load to GPU it makes little noise!
