ok....Basically my computer is connected to a router and recently when I check my IP Address of the computer in the google, it gave me a IP Address that is not the same as the one stated in ipconfig. Even the location and ISP that it shows is wrong. The other devices that is connected to the same Internet is showing identical IP addresses and correct location and ISP. I'm not even using a VPN for that computer. Can anyone help me?

P.S My Public IPv6 and IPv4 is different but my Local IP is correct as stated in ipconfig

The local IPv4 addresses will not be your public IPv4 address. Your public IPv4 address is a single address that masks the private addresses of machines behind it. Additionally geo-location is crap at best for showing a location.

Internet providers give you 1 IP address. Your router uses NAT to allow you to share that 1 IP address with many machines. the 192.168.1.X IP addresses are refereed to as Private IP's because they are only used on Internal networks like what your router has. Thats why every machine connected to your router has the same public IP. 

 

So essentially the IP shown in IPconfig is your private IP used on your internal network. The one shown on Google is your public IP, the one your ISP assigns to you. As far as locations are concerned, if they are getting the location from your IP address then the GEO location tags for that IP might be wrong. For example I live in Romulus but my IP address location is Van Buren Township. Also from my understanding the ISP does not assign the Geo location data, its generally 3rd parties, which is why it probably is wrong, because ISP's will flip around where IP addresses are. Generally an ISP doesn't run just a large network. Most of the time each area is broken up in to like a territory. They will have an X number of IP's assigned to that territory as needed.

Adding to Donut's post, your cell phone GPS doesn't use the internet to get that. It uses a GPS card and cell tower triangulation. It will be really accurate and if your phone has Google crapware installed on it, Google will use that data as well for Geolocation, and not your internet info.

That... is very concerning. If you didn't set this up, I'd be pave n nuking your Windows installation, as who knows what kind of nasty malware setup a VPN without your knowledge.
