It is so you can swap the SSD without powering down the system. It is pretty useless for a normal desktop, and is generally used on servers that are providing mission critical services.

Depending on your mobo either all or some of SATA ports support Hot Swap feature. For SSDs gain is minimal but if you use HDD as it would be external you could have it in hot swap and have it run with full SATA speeds. Compared to USB2 its faster that way. But unless your case has Hot Swap bay, there's no real need to have any of SATA ports in hot swap mode.
