Cheapest cpu's that won't bottleneck a gtx 1660ti

Yes that would be sufficient to drive a GTX 1660 Ti.

I would personally spend a bit more on a Ryzen system tbh since you'll atleast be able to upgrade to zen 2 whilst with a 4770k you've really got nowhere to go with you mobo (and the ram will be unuseable in the next build, whereas ddr4 is looking like it'll stick around for quite a while longer.

Yes. Which ram does it come with? Ryzen likes ram at 3000mhz or above

Ryzen 5 1600's are selling for under $100 USD brand spankin' new. I've seen motherboard/CPU combos with a Ryzen 5 1600 go for under $200 USD at places like Microcenter. That's INSANE value. Looking at Microcenter, you can get a Ryzen 5 1600 and an Asus Prime B350 (it'll work just fine with that CPU) for $160. Most of them clock to ~3.8ghz even on the stock cooler. That's within 10% of the 4.1ghz the 2600(x)'s are usually hitting. The most expensive part of the build will be the RAM, but even then you can get decent 3000mhz DDR4 for around $100. Throw in a cheap case, solid 500W PSU and an SSD and you're cooking with gas.
