I bought a cheap dell xps 8500 for $150 and bought a xfx rx 580 8gb for $140 but most my games are capped at 60fps

TV

Intel i7-3770@3.40ghz

12gb ram

Rx 580 8gb

Dell A14 bios

Is this what i should be getting or am i getting bottlenecked somewhere, my guess is prob the motherboard or the tv

How are you measuring FPS?

I do the ingame benchmarks like gta v and the normal benchmarking programs, 

Went from a gt 640(30fps on gta) to an rx 580

It is a constant 60 fps

check that vsync is not enabled on each game

my current home server setup:cpu:intel xeon x5690 // cpu cooler :aigo 120mm aio // mobo: x58 lga 1366 chines motherboard // ram:crucial 8*2 // gpu:amd rx 580 //

tower:antec p110 silent // psu:antec HCG 850w.
