OEM price for Home Edition is $90, retail is $150. Prp OEM is $130-160, retail is $200.

Those are official prices. Everything else is acquired by means which will be in conflict with MS ToS. Those include, but are not limited to, volume keys, keys ripped off old prebuilds, keys bought with stolen or forged credit cards. They are cheap because seller didn't pay full price for them. Cheaper the price, more likely seller got keys by illegal means, or that most of them don't work.
