If you're in the US, performance pc's is probably the cheapest around, I did a few comparisons with xoxide/ frozencpu, and performance pc's is 1-3$ cheaper on most parts, sometimes more

 

Their shipping is outrageous though.. basically no matter what you get, 5 day shipping is 15-20$ and 1-3 day is like 80$...

I am thinking about getting a water cooling loop and am going to get 780ti or a r9 290x lightning and water cool which ever on I get I am going to water cool my cpu as well it's 4770k and am planing to overclock it to 4.7ghz and if the temp is still cool maybe to 5ghx but no likley can any one give me a quote on this it would be great thanks

A quote on what? Price of the loop? Overclocks you could get? Temperatures you could get? No one can really tell you that very accurately at all.
