Pretty sure a pad cannot speak :D

The problem is that if its missing then the CPU cooler wont be flush but will be at an angle and this making minimal contact with the CPU.

Hence the burned smell :S

Excuse the bad drawing but this is roughly what happens: (it only makes contact at the one point i circled)

I'd just let it go until it quits, while preparing to replace or upgrade.  The bump looks like delamination due to abnormal thermal expansion; something is shorted. While this may cause a fire, it will be small and short lived. Please have a small fire extinguisher on hand before proceeding.

The only computer stuff that I have actually seen burn was a controller chip on an old HDD: burned very brightly for about a second and stunk real bad.

Meh, that was an exaggeration of the situation :D nothing to fix.

Besides the bump (also browninsh) shows it clearly was to a burned :(

I thought the pads were there just to protect the die from cracking when applying a cooler since the corners were fragile and prone to cracking. I chipped one of my 2200+s by screwing the cooler down a little too tightly so better be safe than sorry!
