rx 580 thermal throttle

my 580 is thermal throttling and i want to try under volting it but not exactly sure how to do it

I'm going through the same thing, I adjusted the fan curve, turned on radeon chill and changed the thermal paste on the gpu and got up to 7 degrees lower, from 89c to 82c( but the 82 was an isolated peak, it stayed mostly around 80 playing metro exodus and crysis 3)

 

I am currently undervolting the graphics card through wattman setting the voltaje to manual and decreasing the state 7 voltage. I have only tried up to 30mV of undervolt and I'm able to keep the oc to 1385  mhz on the core and 2025 mhz on the memory. I havent reached the limit of my undervolt though.
