Why Won't My PC Boot?

So I just got new DDR2 666 MHz RAM on an E5200 and it used to work but only with one of the sticks. Then one out of the two RAM slots stopped working and after too much troubleshooting I tried a new PSU and that worked ,sort of. Now it boots with one of the new sticks but shuts down after 15s. What is going on? I tried a new CPU aswell (Xeon E5430 adapted to 775) and no difference. Also tried lowering the memory frequency (while that was still possible) and that didn't work either. 

Also ,just realised this is my 69th post ??
