I was playing ASC Origins and had some lag so I opened HWM and noticed my GPU sitting at 95% most of the time, never reaching higher than 96/97%

I have a i7 4790k and GTX 1070 which should be working fine. Can this also be caused by slow RAM?

I kinda wonder how I can get my GPU to 99% usage

I don't think a 4790k should be bottlenecking a 1070 and the last time I checked, Assassin's Creed Origins or Odyssey for that matter weren't very well optimised. What resolution are you playing at and how much ram are you using?

CPU : Intel Core i7 7700K w/ Noctua NH-D15. Motherboard : MSI Z270 Gaming Pro Carbon.
RAM : Corsair Vengeance LPX 16GB DDR4 3200MHz. GPU : PALIT NVIDIA GeForce RTX 2080Ti 11GB GamingPro OC.

PSU : Corsair RM850i 850w. Monitor 1 : Alienware AW3418DW 3440x1440 120hz Ultrawide. Monitor 2 : Asus VG248QE 1920x1080 144hz.
Audio : Sennheiser HD650 w/ JDS Labs 'The Element' USB DAC/AMP. Microphone : Satin Red Blue Yeti w/ Blue Compass boom arm and Blue Radius III shock mount.
Keyboard : Ducky One 2 RGB Cherry MX black custom w/ Red Diamond 550 Paracord coil sleeved USB type CMouse : Logitech G PRO Wireless.

Possible, but not going past 95% can just be caused by inaccurate measurements and the round ups and downs. Just like memory bandwidth, what it says on websites and even the official spec sheet is never the actual bandwidth.

1080p and in primary dimm 2x2gb 1333hz secondary 2x8gb 1600hz. I'm probably going to remove the slow 1333hz sticks tomorrow and see if it changes anything, as they're always used first, so i wanna get rid of them. I just can't do it right now as my cooler blocks the the slots. I was just wondering if this might also be the cause of this gpu 95% usage thingy

you can't even click on the memory slot release thingy? That will disconnect the sticks from the memory slot and they won't be running, You can keep them there tbh

my 2x2gb sticks are in A1/B1 (dual), if i disconnect them by clicking on the memory slot release (not sure if my mobo has this option?), my pc will run fine having the only 2x8 in A2/B2? I don't need to put them in A1/B1?

Edit: and where should the memory slot release be on this MB?

What's your GPU usage like in other games? You may be getting a slight bottleneck which is specific to ACO because as previously mentioned, the game is terribly optimised. I would recommend turning down some CPU intensive in-game settings such as environmental detail.

you dont have to follow the recommended placements if you dont encounter problems. Usually it's fine.

Alright i'll do this, thanks. If it works it saves me from having to dissemble my cooler and reapply thermal paste. My bios will just not recognize/see the RAM sticks after i do this? that's basically all this does?

yes, basically unplugging the sticks but leaving them in close proximity

I would not leave RAM partially inside, there might still be some contact and that could cause random issues.
