Dislike for BOTH

RTX: bad naming sense, expensive, effect of raytracing not impressive.

Radeon VII: messy pcb layout, meaningless 7nm/ no stock everywhere = does not exist

If really need to chose, which youwill buy?

The Radeon VII would be better for future proofing in some sense due to the 16gb of memory and its high memory bandwidth

The 2080 has Ray tracing and DLSS which could get better in the future

its really just what you would want to prefer, check reviews to see which has better performance in what you want to do, or try to find a good deal on either (if you can find a Radeon VII)

CPU: i5-4690k @ 4.4 GHz | RAM: 12GB DDR3 1333MHz | GPU: Sapphire Pulse RX 580 4GB

I think RTX and DLSS is not useful,by the way,R7 is on saling on Chinese market.

Pretty much nothing will require 16GB of vram.

The speed advantage of HBM2 is kinda offset by the fact that nvidia uses algorithms to compress its memory stream making super high bandwidth unnecessary.

Assuming it's not much more expensive, get the 2080.

Btw raytracing doesn't really matter, you most likely won't use it anyway in the 2 games that have it.

NEW PC build: Blank Heaven   minimalist white and black PC     Old S340 build log "White Heaven"        The "LIGHTCANON" flashlight build log        Project AntiRoll (prototype)        Custom speaker project

Well the VII is usually slightly worse in games so take a look at the benchmarks and decide if the extra performance is worth $150 to you.

This completely depends on how much money you want to spend, your income, financial status, etc.
