Generally no, a BIOS update will not improve framerates, and has a chance of bricking your motherboard if something unexpected happens. I suspect the issue is your CPU. It's not particularly powerful.

I am getting low frames on games and i am wondering if a bios update will help the problem please help as I'm not sure if i really need an upgrade.

well you dont have an exactly great system to game on to begin with, but no, updating your BIOS likely will not help.
