Decent budget USB camera

It looks like if trying to search for USB camera for phone, you either get web cam or endoscope offers. What I'm looking for is camera with decent optics(preferably with optical zoom), no less than 13 MP(since it my phone's camera res), tripod mount and, if possible, OIS. Are there any such options?
