So i recently got a rtx 2080 from msi.

 

My cpu is i5-4690k running at stock speeds.

 

My old gpu was a gtx 960 from asus.

 

Now i don't remember if i ever got 100% cpu usage with my new gpu, but if i was getting good fps the game wasn't laggy. Yesterday i launched horza horizon demo and turned everything to max (i knew i was gonna get bottlenecked but i just wanted to try). There was a serious audio/video mismatch and the game hanged and stuttered even while getting 110-120 fps. I later tried apex legends (without changing the settings) and i was getting good fps no stutters (or any major ones) but the game crashed and game me the error "DXGI_ERROR_DEVICE_REMOVED. The video card has been physically removed from the system, or a driver upgrade for the video card has occurred. The application should destroy and recreate the device". Now the gpu is screwed in with all 3 screw and cannot be pushed further because of the metal bracket that latches on to the case behind (where the video ports are) so im sure it's all the way in. I am using a single cable from my psu (corsair rm1000x) which has 2 x 6+2 plugs. 

Lastly i tried rainbow 6 siege (no change to settings again). The game ran fine, i had better fps than before (120~ compared to 70~ before) but my cpu usage was at 100% again.

 

There was no visible stutter or audio video mismatch and the game ran fine but as i said the cpu was at 100%. Also no matter what i played, the cpu never got hotter than 50~ at max (40-45 usually). Before i used to get 60 sometimes 70.

The cpu is working at it's maximum clock speed (3.9 ghz)

 

 I uninstalled my previous drivers using ddu for the first time. I did everything through safe mode deleted both the geforce experience and the nvidia folder and then installed the new gpu. I then again reinstalled my drivers (this time without deleting the C folder) and the cpu is still getting to 100%.

 

 

So what is the issue?

1.Is the cpu just simply getting bottlenecked and i should overclock it and my ram (but the temps are low)

2. I messed up the drivers with ddu 

3. Fault in the card? (it runs at 50-60% load and 50~ degrees)
