I am using a case with a cheap 220W pre-installed. Currently having a i3-4160, I will add a GT 1030 to the PC. Do not ask me what card to upgrade , it must be a GT 1030.

So , I am wondering can a 220W PSU handle this CPU+GPU. If not , what will happen?

This is automatically wrong on sooo many levels...

 

First off, you'll never get 220W. You'll be lucky if you get so much as 180W off the 12V rail.

Second, your motherboard with RAM and the i3 CPU plus any hard drives you have will instantly put the PSU above the load it was designed for which is easily less than 120W.

 

Adding even a small GPU would cause that tiny piece of junk to literally self destruct.

You speak the truth my friend, a little harsh but that is a good thing in this case heeh!  At idle he is probably using 100watts... But once you game that will go to 200watts and like Phas3lock said it will crap out and not be a stable system.

just upgrade it to a 350w or a 400w

I've seen i3 paired with a 1050 and a 220 in a janky ass config from a local retailer, but I wouldn't risk it. 

 

And please, please watch Linus' two videos about low end graphic cards. 

I once gave Luke and Linus pizza.

This is a system built by local retailers , basically u give them cash they return a complete build for me
