CSGO Drops Frames When I Relaunch It

Sometimes, when I play CS and get bored, I'll do something else like play PC Building Simulator. However, when I relaunch CS my frames are significantly lower than when I first launched it (250 FPS on Average - 25 FPS on Average). There's no CPU temp or GPU temp increase, it just performs less the second time I launch it.

My Specs:
i7 6700(not K)

Founder's Edition 1070

32 GB DDR4-2400 (Kingston)

256 GB SSD (HFS256G39TND-N210A)

1 TB SSD (Toshiba DT01ACA100)

Sorry, I forgot to mention that my entire pc slows down as well.

Try check the resource monitor. Are the resources used?

Oh wait I think it was Faceit AC that was causing it.
