My PC randomly shut off with the code SYSTEM_SERVICE_EXCEPTION. What failed: win32kfull.sys.   Now when I hit the power button, it turns on for half a second, then off, then back on then off, so on and so forth until I switch off the power supply. I'd appreciate the help.

Some hardware issue. I think it's PSU or motherboard problem.

It won't boot up enough to even attempt safe mode

I removed my GPU and it didn't fix the problem. So I guess it's motherboard? Is there a way to tell?

PSU - power, not GPU. Try different PSU first of you have access to any.
