I doubt it but you might want more RAM. 8GB seems low for a system with a 2080. If you have a lot of stuff open in the background then that might be giving you issues. Apparently PUBG needs about 2Gb of RAM and windows uses 1-1.5GB all the time so that leaves you with 4.5GB Left which isn't much if you have chrome open.

 

Also Pubg is well know for bad optimization that might be why the usage isn't 100%, not all games can hit 100% if the game engine is inefficient.

I've a 144hz freesync monitor so I was expecting to constantly maintain 120-144fps. I'll be upgrading to 24gb of ram soon though.

Try lowering the graphic settings. If the fps stay the same at high/medium as they are at max, then there could be a bottleneck. If the fps increase it's a badly optimized game.


24GB sounds weird, do you plan on putting in 3 sticks? I would advise to get 16GB, that's more than enough for today's games.

I already have 8gb stick. I plan on buying a 16gb set.

I would attribute it to the RAM and probably the fact that it's not overclocked. I have an I9 and an RTX 2070 and get 200+ FPS in pubg max settings
