High end pc lagging and low usage

@Majestic i went to : https://gpu.userbenchmark.com/Compare/Nvidia-GTX-Titan-X-vs-Nvidia-GTX-1070/3282vs3609 and it says that the gtx 1070 is faster than the Titan x. i thought it was the other way around

GPU isn't the only determining factor of performance. I think we're done here, avoid raising the settings highlighted too much, don't assume you can run everything ultra and don't believe people claiming too-good-to-be-true performance on the internet. It probably is.

Explaining why you can't brute force everything will take more time to explain then i'm willing to spare at the moment. Suffice it to say, it's not your CPU, it's the game.

If it's not seated properly it would not be boosting at max clocks the whole time at 99% GPU load.

I didn’t ask OP to even touch anything, I asked if the drivers were up to date and if it was seated properly... both of which are pretty basic questions
