GTX 1060 3GB Low frames

When I play games such as rainbow six siege. My performance is laggy and choppy. The framerate counter in-game fluctuates between 70-30 fps on medium to high settings. The 1060 3gb I have is an 'Asus PH-GTX1060-3G'. I lowered graphics settings to medium settings so my framerate became around 80-120fps, but I still felt the choppiness of the game. I somewhat fixed the issue by turning on v-sync but it still is noticeable. I've tried re-installing drivers and the game. When I looked into task manager. The 1060 was at max power. My PC specs are;

i5 4460 (With Antec c400 cooler)

Gigabyte h97 board

8gb g.skill sniper 1600mhz ram

WD Green 120GB SATA 3 SSD (With windows only installed on it)

Seagate 1TB 7200rpm HDD

Coolermaster 700W PSU

Asus GTX 1060 3GB

I don't really know if I have any other games affected by this as they are not demanding.

*NOTE* These are all on 1080p (GPU not overclocked)

GTA V may be affected with high to medium settings (Story 60-70fps, Online 50-60 fps)

Overwatch too, with 60-80FPS (High to ultra) (Smooth)

Destiny 2 (high to ultra) 70fps (smooth)

PUBG high to medium 60-70fps (Choppy)

ARK medium to high (Haven't played in a while so I don't know)

The VRAM Caps a fairly often even in Minecraft

If I could get a response for if it's normal for this card or this is odd for a 1060 3gb. I have seen benchmark videos and their framerate is a lot higher than this (At least Rainbow 6). If it's my CPU could you recommend an upgrade (4th or 5th gen chips) for a good price (AUD) or I should just get a 6gb 1060 or an 8gb  RX 580.

Sound like your in the cpu limit there, "bottlenecked" by your i6 4460. Install msi afterburner and check your gpu and cpu usage ingame with the included osd. If the gpu usage is lower than 99-95% you are probably cpu limited in that case. If that's not the case check out your ram usage.

After installing Msi afterburner and checking the usage of both, they are both over 95% and there may have been a patch as I did testing and my PC maneged to get around 80fps on ultra...  This patch may have fixed the issue. Thanks for the help anyways!
