Windows keeps reinstalling its self

My aunts old emachines Chromebook before Chromebooks keeps trying to reinstall windows 7 starter  it will start the installation and after like 3 seconds it says "windows could not complete the installation. To install Windows on this computer , restart the installation." But when i do restart it i get the same message again.
