Prenatal Control HELP!!

I need help, I need to find some type of App/software to lock down my daughters android phone. 

The wife wanted to get her a phone, and need a way to block calls. I found Qustodio but wanted to know if there was a free or close to free on out there?

I need to be able to locate her, and block call is the main thing.

Any help would be great.

You can use "Should I Answer?" to block all incoming calls not stored in the contacts (in that situation all you have to do is not store numbers in the contacts), but you have to make sure you set it to do so in the settings first.

Or you should just be able to go onto your carrier app on the phone and block certain numbers remotely, if you have the same carrier as her, or you can just go on her phone, and block them individually.
